For the past 50 years, Dr. David Curtis has been on the leading edge of hydro-meteorological and flood risk management services. He has supported the design, development, and implementation of award-winning innovations in automated environmental and flood monitoring systems across the U.S., South and Central America, the Caribbean, Asia, and Africa. His efforts led to the Connecticut Statewide Flood Warning System, the nation’s first statewide system. He is currently supporting the development of a nationwide flood forecast system in Peru.
Dr. Curtis has been a leading developer of high-resolution rainfall estimates for water resources applications. His pioneering analyses of the geometric properties of storms fostered new standards for design-storms to size water infrastructure in Colorado, Missouri, Texas, and Arizona.
He is also leading teams researching the impacts of atmospheric rivers on probable maximum precipitation in western Oregon, using Forecast Informed Reservoir Operations (FIRO) to development emergency reservoir operations plans, and leading peer review teams evaluating FIRO viability.
